Project Description:

The applicant, Honeywell International Inc., proposes to develop and operate a 53.75 acre topsoil mine within a 193 acre parcel of land owned by Honeywell International Inc. The proposed mine will be located on the northwest side of Belle  Isle Road in the Town of Camillus, County of Onondaga. The mine is intended to operate as a traditional surface mine  with extraction of the topsoil from above the water table, with approximately 180,000 cubic yards of material being removed over the course of 5 years. All soil mined at the site will be transported using internal roads to Honeywell  projects on Wastebeds 12-15, or to the Town of Camillus Construction and Demolition Landfill, to fulfill final site closure plans. Prior approval from the Department will be needed before transporting on public roadways. Operations at the site will entail the extraction of material beginning in the eastern portion of the site and moving in a southerly direction. Final reclamation will include grading of slopes, redistribution of topsoil and planting with a seed mixture to turn site into a vegetated open space.

State Environmental Quality Review (SEQR) Determination

Project is a Type I action and will not have a significant effect on the environment.  A coordinated review with other involved agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location.  No further review in accordance with SHPA is required.
